Scope is comprised of Licensed Professional Engineers with over thirty plus years of combined experience in the building envelope inspection and restoration industry.

Raffaele Albanese, P.E., MSCE, Principal

Raffaele Albanese is a Co-Founder and Principal of Scope Engineering Consultants, P.C., with more than two decades of experience delivering engineering and consulting services throughout New York City. He is widely recognized for his expertise in exterior restoration, façade inspections, waterproofing, roofing systems, historic preservation, and complex leak investigations.

As a Licensed Professional Engineer in six states – Connecticut, Florida, Massachusetts New Jersey, New York, and Pennsylvania – Raffaele has partnered with a diverse range of clients, including property managers, private owners, healthcare and educational institutions, major retail properties, and financial organizations.

Raffaele has inspected countless buildings over the past four filing cycles of New York City’s Façade Inspection Safety Program (formerly known as Local Law 11/98 and Local Law 10/80) and is certified by the NYC Department of Buildings as a Qualified Exterior Wall Inspector (QEWI). Additionally, he has coordinated the design and construction of hundreds of successful exterior restoration projects on buildings ranging from low-rise historically Landmarked buildings to 50+ story hi-rise buildings.

Raffaele earned both his Bachelor of Science in Civil Engineering as his Masters of Science in Civil Engineering focused in Construction Management from Manhattan College in Riverdale, NY.

Paul Henry, P.E., Principal

Paul Henry is a Co-Founder and Principal of Scope Engineering Consultants, PC. Paul’s engineering career spans over 15 years of providing efficient and cost-effective solutions to matters relating to FISP (formerly Local Law 11/98) inspections and compliance, building envelope restoration, water penetration analysis and roof replacement throughout New York City. Paul’s experience in the FISP industry ranges from inspections of 6 story Landmark buildings to complete exterior façade restorations of hi-rise condominiums. Paul has worked with New York City’s most prominent building Owners, Property Managers and Contractors to achieve FISP compliance to hundreds of properties over his career. Paul is a Licensed Engineer in New York, New Jersey, Connecticut, Florida, Massachusetts and Pennsylvania as well as a Qualified Exterior Wall Inspector (QEWI in New York City). Paul’s daily responsibilities include performing FISP Inspections, up-close examinations, and special inspections as well as monitoring exterior repair work projects. Paul is directly involved with all company matters pertaining to inspections, projects, and client communication.

Paul received his Bachelors of Science in Civil Engineering from Manhattan College in Riverdale, NY.
